Hat Yai...A key economic hub located at the downstream areas
When discussing major and severe flood events in Southern Thailand, Songkhla Province—particularly Hat Yai District—is often mentioned first. This is because Hat Yai is a key economic hub located at the downstream end of the U-Taphao Canal watershed, an area that frequently experiences flash flooding. These floods occur rapidly and are difficult to manage, especially during periods of heavy rainfall in late year, which coincides with the southern monsoon season.
This year...The greatest flooding
In this regard, the Hat Yai flood events of 2000 and 2010 are most frequently cited due to the intensity of the rainfall and flash flooding, which spread across the city within a short period of time. Despite occurring rapidly, these events caused extensive damage, as the flooding affected one of the country’s major economic centers. Public utilities were severely damaged, transportation networks were disrupted, and although the disaster unfolded quickly, recovery required a prolonged period of rehabilitation.
Similarly, in November 2025, Hat Yai once again experienced severe flooding. The pattern remained the same: it occurred rapidly, response efforts were overwhelmed, the damage was extensive, and recovery required a long period of time. This event is considered the most severe flood compared to those in 2000 and 2010.

Facts and Causes of the Flood Event
1. Weather Conditions
1.1 Northeast Monsoon
During the late-year period, the northeast monsoon prevailing over the Gulf of Thailand, the southern region, and the Andaman Sea is one of the key factors contributing to heavy rainfall in Southern Thailand. In this flood event, the monsoon was relatively strong, particularly during 17–30 November 2025.

1.2 Low-Pressure Cells and the Monsoon Trough
In this southern flood event, low-pressure cells were the primary factor contributing to widespread heavy rainfall. These systems developed in a continuous alignment stretching from the Indian Ocean, across the lower Andaman Sea and Malaysia, to the Gulf of Thailand and the lower South China Sea. This alignment began forming during 15–25 November 2025.
Particularly during 18–23 November 2025, low-pressure cells persistently covered the lower southern region of Thailand and Malaysia, resulting in prolonged and continuous heavy rainfall over the lower South of Thailand.
Subsequently, a monsoon trough formed and extended across the lower southern region during 24–25 November 2025. Although the monsoon trough later dissipated, low-pressure cells continued to persist over the northern part of Sumatra.

1.3 Tropical Storm
One of the low-pressure systems that had persistently covered the lower southern region of Thailand and Malaysia since 15 November 2025 intensified into a tropical depression and was later upgraded to Tropical Cyclone “SENYAR” on 25 November 2025.
Its prolonged stagnation over the same area resulted in heavy to very heavy rainfall and sustained precipitation for several consecutive days across the lower southern region.
After moving into the Gulf of Thailand, the storm continued tracking northeastward and interacted with Typhoon “KOTO,” which was located over the upper South China Sea. This interaction led to the “Fujiwara Effect,” causing significant atmospheric instability over the South China Sea and surrounding areas.
In addition, the strong northeast monsoon prevailing over the Gulf of Thailand, the southern region, and the Andaman Sea throughout the second half of November 2025, together with the simultaneous influence of low-pressure systems aligned from the Andaman Sea, the Strait of Malacca, the Malay Peninsula, and the lower Gulf of Thailand, contributed to the formation of a wind convergence zone over the area.
Particularly during 19–25 November 2025, this combined effect became a key contributing factor to heavy and persistent rainfall lasting several consecutive days across the lower southern region of Thailand.

2. Rainfall
2.1 Prolonged Heavy Rainfall over the Same Areas
Over a period of 8–10 days, particularly during 17–26 November 2025, widespread heavy to very heavy rainfall occurred across the lower southern region of Thailand. Much of the rainfall repeatedly affected the same areas and was classified as very heavy.
The 10-day accumulated rainfall during the event (17–20 November 2025) reached its highest level in Thepha Subdistrict, Thepha District, Songkhla Province, with a total of 1,705 mm. This was followed by Ban Na Subdistrict, Chana District, Songkhla Province, with 1,534 mm, and Nong Thong Subdistrict, Pa Bon District, Phatthalung Province, with 1,506.5 mm.
These 10-day rainfall totals were nearly equivalent to half of the average annual rainfall. In total, seven provinces recorded 10-day accumulated rainfall exceeding 1,000 mm: Songkhla, Phatthalung, Narathiwat, Pattani, Nakhon Si Thammarat, Yala, and Satun.
The repeated heavy rainfall over the same areas for several consecutive days led to soil saturation and reduced infiltration capacity, resulting in significantly increased surface runoff and flood volume.

2.2 Rainfall across All Upstreams Flowing into the City
This rain event affected nearly all upstream areas and almost every watercourse flowing into Hat Yai District. Runoff originated from Khlong Wat, Khlong Tam, Khlong Wa, Khao Kho Hong, as well as from Sadao District via the U-Taphao Canal, eventually flowing toward Songkhla and serving as a primary cause of the flash flooding in this event.
The rainfall occurred in close succession—before earlier impacts had subsided, new heavy rainfall episodes followed. The sequence began on 19 November 2025, when heavy rain fell in Nakhon Si Thammarat Province, generating runoff into Thale Luang (the inland lake system), which slowed drainage in the Songkhla Lake basin.
On 21 November 2025, heavy rainfall over Khao Kho Hong triggered rapid runoff from the hills into Hat Yai Municipality. This was followed by additional runoff from Na Mom District flowing into Khlong Wa, causing another wave of flooding in Hat Yai during 21–22 November 2025. During this period, water levels temporarily receded slightly, leading some residents to believe the situation was improving.
However, on 24 November 2025, a massive volume of runoff from Rattaphum and Sadao Districts surged through the U-Taphao Canal into Hat Yai, rising rapidly and overwhelming response efforts, ultimately resulting in extensive damage.

3. Topographic Conditions and Water Infrastructure
3.1 Basin-Like Topography
Hat Yai District is situated in a basin-like topographic setting, which causes it to receive runoff from multiple directions. In addition, much of the inflow originates from relatively steep mountainous and sloping terrain. As a result, when heavy rainfall occurs, water rapidly flows down into the low-lying plains.

3.2 Urban Areas as a Constraint on Drainage
The central and lower plains are densely built-up urban areas, where extensive infrastructure and impervious surfaces limit the land’s natural infiltration capacity. As a result, most rainfall becomes surface runoff and easily accumulates within the city.
Moreover, as Hat Yai serves as a major economic center, flooding in the urban area leads to relatively high levels of economic damage
3.3 Bottlenecks of Floodwaters
There are several main inflow routes through which water enters Hat Yai city; however, there are only two primary drainage outlets: discharge through Ror.1 Canal and the U-Taphao Canal. The combined maximum drainage capacity of these channels is approximately 1,721 cubic meters per second, which is insufficient to accommodate large flood volumes. As a result, water could not be discharged quickly enough, leading to prolonged and severe urban flooding.
In this event, only runoff from Sadao District —during the second wave of flooding—reached a peak flow rate of over 2,700 cubic meters per second, far exceeding the city’s drainage capacity.

3.4 Water Levels in Songkhla Lake and Sea Level Conditions
During 20–27 November 2025, the influence of low-pressure systems and the monsoon trough caused sea levels to rise. This elevated sea level hindered the drainage of water from Thale Luang through Khlong Ranot to the sea, as well as the discharge of water from Songkhla Lake into the Gulf.

4. Water Management
Before the Event:
The core problem was not an “insufficient data”, but rather the lack of an integrated system for data management, decision-making, communication, and operational preparedness. This led to multiple challenges, including shortcomings in planning and data utilization; weaknesses in management and organizational structure; gaps in communication and early warning systems; limited coordination and public information sharing; inadequate evacuation planning and community preparedness; insufficient resource management and protection of vulnerable groups; and unclear assistance channels.
During the Event:
The issue was not the absence of assistance, but rather the lack of a central command center, the absence of a unified data structure, the failure to establish priorities, and the lack of systematic coordination and command.
This resulted in numerous problems, including confusion caused by unreliable information sources, operational chaos, and inefficient, directionless use of resources.
After the Event:
Lessons must be learned to strengthen preparedness for future crises. Effective crisis preparedness is not about ad hoc problem-solving, but about proactive investment in people, data systems, platforms, and training exercises. It also requires the establishment of integrated Standard Operating Procedures (SOPs) to ensure coordinated and systematic response.
