เดือนกันยายน 2565 มีร่องมรสุมพาดผ่านตอนบนและตอนกลางของประเทศไทยเกือบตลอดทั้งเดือน ส่งผลทำให้เกิดฝนตกหนักถึงหนักมากในหลายพื้นที่ อีกทั้งพายุไต้ฝุ่น “โนรู” ได้เคลื่อนเข้าสู่ประเทศไทยบริเวณ อ.โขงเจียม จังหวัดอุบลราชธานี ในช่วงค่ำของวันที่ 28 กันยายน 2565 ในขณะที่ลดระดับลงเป็นพายุดีเปรสชันแล้ว หลังจากนั้นพายุดังกล่าวได้เคลื่อนตัวผ่านจังหวัดอำนาจเจริญ ยโสธร ร้อยเอ็ด

มหาสารคาม ขอนแก่น แล้วอ่อนกำลังลงเป็นหย่อมความกดอากาศต่ำปกคลุมบริเวณจังหวัดชัยภูมิในช่วงค่ำของวันที่ 29 กันยายน 2565 ซึ่งอิทธิพลของพายุส่งผลทำให้เกิดฝนตกหนักถึงหนักมากในบริเวณที่พายุเคลื่อนตัวผ่านรวมถึงบริเวณใกล้เคียง นอกจากนี้อิทธิพลของพายุยังส่งผลทำให้มรสุมตะวันตกเฉียงใต้ที่พัดปกคลุมบริเวณทะเลอันดามัน ภาคใต้ และอ่าวไทย มีกำลังแรง ส่งผลทำให้ภาคใต้มีฝนตกเพิ่มมากขึ้น

โดยเฉพาะทางด้านตะวันตกของภาคที่มีฝนตกหนักถึงหนักมากในหลายพื้นที่ และถึงแม้พายุจะสลายตัวไปแล้วตั้งแต่วันที่ 29 กันยายน 2565 แต่ยังคงมีร่องมรสุมพาดผ่านประเทศไทยอย่างต่อเนื่องไปจนถึงวันที่ 4 ตุลาคม 2565 ส่งผลให้ยังคงมีฝนตกหนักต่อเนื่องในช่วงต้นเดือนตุลาคม 2565

In September 2022, monsoon troughs lay across the upper part and central parts of Thailand almost throughout the month. This caused heavy to heavy rains in several areas. Moreover, typhoon “NORU” moved into Thailand in Khong-Chiam District, Ubon Ratchathani Province on the evening of 28 September 2022 while it weakened into a depression. After that, the storm moved through Amnat Chareon,

Yasothon, Roi Et, Mahasarakham, and Khon Kaen provinces and weakened into a low pressure cell covering Chaiyaphum Province on the evening of 29 September 2022. The influence of the storm resulted in heavy to very heavy rains in the areas where it passed through and surrounding areas. Moreover, the influence of the storm also caused the southwest monsoon that prevailed over the Andaman Sea, the

South, and the Gulf of Thailand to strengthen. This increased rainfall in the South, especially on the west side of the region that had heavy to very heavy rains in several areas. Although the storm decayed on 29 September 2022, monsoon throughs continuously lay across Thailand until 4 October 2022. As a result, heavy rains occurred continuously in early October 2022.

ทั้งนี้ จังหวัดที่มีฝนตกหนักมากในพื้นที่ ตรวจวัดปริมาณฝนได้เกิน 90 มิลลิเมตรต่อวัน ประกอบด้วย ภาคเหนือ 8 จังหวัด ได้แก่ ตาก เพชรบูรณ์ พิจิตร สุโขทัย ลำปาง แพร่ เชียงใหม่ ลำพูน ภาค

ตะวันออกเฉียงเหนือ 9 จังหวัด ได้แก่ อุบลราชธานี ศรีสะเกษ ยโสธร อำนาจเจริญ สุรินทร์ บุรีรัมย์ นครราชสีมา ชัยภูมิ เลย ภาคกลาง 2 จังหวัด ได้แก่

นครสวรรค์ ลพบุรี ภาคตะวันออก 3 จังหวัด ได้แก่ ปราจีนบุรี นครนายก สระแก้ว ภาคใต้ 3 จังหวัด ได้แก่ สตูล ระนอง พังงา

Provinces facing very heavy rains with more than 90 millimeters per day were 8 provinces in the North including Tak, Petchabun, Phichit, Sukhothai, Lampang, Phrae, Chiangmai, and Lamphun; 9

provinces in the Northeast including Ubon Ratchathani, Sisaket, Yasothon, Amnat Charoen, Surin, Buriram, Nakhon Ratchasima, Chaiyaphum, and Loei; 2 provinces in the Central including Nakhon Sawan and

Lop Buri; 3 provinces in the East including Prachin Buri, Nakhon Nayok, and Sa Kaeo; and 3 provinces in the South including Satun, Ranong, and Phang-Nga.

กรมป้องกันและบรรเทาสาธารณภัย ได้รายงานสถานการณ์อุทกภัยเมื่อวันที่ 11 ตุลาคม 2565 เวลา 06.00 น. ระบุว่า

ระหว่างวันที่ 28 กันยายน - 8 ตุลาคม 2565 เกิดน้ำท่วมฉับพลัน น้ำป่าไหลหลาก น้ำล้นตลิ่ง และน้ำท่วมขัง ในพื้นที่ 54

จังหวัด 262 อำเภอ 1,237 ตำบล 7,344 หมู่บ้าน ประชาชนได้รับผลกระทบ 240,066 ครัวเรือน

On 11 October 2022 at 06:00 a.m., the Department of Disaster Prevention and Mitigation reported that from 28 September to 8

October 2022, flash floods, inundation, water overflowing the banks and floods occurred in 54

provinces, 262 districts, 1,237 sub-districts, 7,344 villages, and 240,066 households were affected.

ทั้งนี้ ฝนตกหนักยังส่งผลทำให้มีน้ำไหลลงเขื่อนเพิ่มขึ้นค่อนข้างมาก เขื่อนสิรินธร จ.อุบลราชธานีเป็นเขื่อนแรกที่ได้รับผลกระทบโดยตรงจากพายุโนรู ซึ่งในช่วงวันที่ 28 กันยายน – 5 ตุลาคม 2565 มีน้ำไหลลงเขื่อนสะสมถึง 452 ล้านลูกบาศก์เมตร เขื่อนต่อมาคือ เขื่อนอุบลรัตน์ จ.ขอนแก่น ที่มีปริมาณน้ำไหลลงเขื่อนสะสม 943 ล้านลูกบาศก์เมตร เขื่อนลำปาว จ.กาฬสินธุ์ 249 ล้านลูกบาศก์เมตร เขื่อนจุฬาภรณ์

จ.ชัยภูมิ 49 ล้านลูกบาศก์เมตร และเขื่อนป่าสักชลสิทธิ์ จ.ลพบุรี 788 ล้านลูกบาศก์เมตร นอกจากนี้ยังมีเขื่อนอื่นที่ไม่ได้ตั้งอยู่ในแนวการเคลื่อนตัวของพายุ แต่กลับมีน้ำไหลลงเขื่อนเพิ่มมากขึ้นด้วยเช่นกัน โดยเขื่อนที่มีน้ำไหลลงเขื่อนสะสมเกิน 100 ล้านลูกบาศก์เมตร ในช่วงวันที่ 28 กันยายน – 5 ตุลาคม 2565 ได้แก่ เขื่อนภูมิพล จ.ตาก มีปริมาณน้ำไหลลงเขื่อนมากที่สุดถึง 1,548 ล้านลูกบาศก์เมตร เขื่อนสิริกิติ์ จ.อุตรดิตถ์

357 ล้านลูกบาศก์เมตร เขื่อนกิ่วลม จ.ลำปาง 102 ล้านลูกบาศก์เมตร เขื่อนแควน้อย จ.พิษณุโลก 222 ล้านลูกบาศก์เมตร เขื่อนศรีนครินทร์ จ.กาญจนบุรี 711 ล้านลูกบาศก์เมตร เขื่อนวชิราลงกรณ จ.กาญจนบุรี 289 ล้านลูกบาศก์เมตร และเขื่อนรัชชประภา จ.สุราษฎร์ธานี 146 ล้านลูกบาศก์เมตร

Furthermore, the heavy rains also resulted in a relatively large increase in water flowing into dams. Sirindhorn Dam in Ubon Ratchathani Province was the first dam that was directly affected by the storm “NORU”. It had 452 million cubic meters (mcm) of inflow accumulated from 28 September to 5 October 2022. The next dam was Ubolratana Dam in Khon Kaen Province which had accumulated inflow of 943 mcm; Lampao Dam in Kalasin Province which had accumulated inflow of

249 mcm; Chulabhorn Dam in Chaiyaphum Province which had accumulated inflow of 49 mcm and Pasak Jolasid in Lop Buri Province had accumulated inflow of 788 mcm. Moreover, other dams that are not located in the areas that the storm passed through also had more inflow water. The dam having more than 100 mcm of inflow water accumulated from 28 September to 5 October 2022 were Bhumibol Dam in Tak Province which had the highest inflow water of 1,548 mcm;

Sirikit Dam in Uttaradit Province which had inflow water of 357 mcm; Kewlom Dam in Lampang Province which had inflow water of 102 mcm; Kwaenoi Dam in Phitsanulok Province which had inflow water of 222 mcm; Srinagarind Dam in Kanchana Buri Province which had inflow water of 711 mcm; Vajiralongkorn Dam in Kanchana Buri Province which had inflow water of 289 mcm and Rajjaprabha Dam in Surat Thani Province which had inflow water of 146 mcm.

จากรายงานสถานการณ์น้ำในเขื่อนขนาดใหญ่ของกรมชลประทาน เมื่อวันที่ 5 ตุลาคม 2565 มีสถานการณ์น้ำล้นเขื่อนเกิด

ขึ้น 6 แห่ง ได้แก่ เขื่อนอุบลรัตน์ จ.ขอนแก่น เขื่อนแม่มอกและเขื่อนกิ่วคอหมา จ.ลำปาง เขื่อนทับเสลา จ.อุทัยธานี

เขื่อนป่าสักชลสิทธิ์ จ.ลพบรี เขื่อนลำตะคอง จ.นครราชสีมา และมีเขื่อนที่มีปริมาณน้ำอยู่ในเกณฑ์น้ำมากถึง 20 แห่ง

According to the report of the Royal Irrigation Department on 5 October 2022, there were overflows in 6 dams, namely Ubolratana Dam

in Khon Kaen Province, Maemok Dam and Kewkoma Dam in Lampang Province, Tabsalao Dam in Uthai Thani Province, Pasak Jolasid Dam

in Lop Buri Province and Lamtakong Dam in Nakhon Ratchasima Province.
