อิทธิพลจากร่องมรสุมที่พาดผ่านบริเวณภาคเหนือตอนบนและประเทศลาวตอนบน เข้าสู่หย่อมความกดอากาศต่ำที่ปกคลุมประเทศเวียดนามตอนบน ซึ่งเกิดขึ้นตั้งแต่ช่วงกลางเดือนสิงหาคม 2567 ไปจนถึงสิ้นเดือน เป็นปัจจัยหลักที่ส่งผลทำให้มีฝนตกหนักในหลายพื้นที่ของภาคเหนือ โดยเริ่มมีฝนตกหนักถึงหนักมากในพื้นที่ตอนบนด้านฝั่งตะวันออกของภาค บริเวณจังหวัดน่าน พะเยาและเชียงรายตั้งแต่วันที่ 11 สิงหาคม 2567 ก่อนแผ่ขยายครอบคลุมพื้นที่อื่น ๆ

ของภาคอย่างต่อเนื่องไปจนถึงสิ้นเดือน โดยมีฝนตกหนักเป็นระยะทั้งในพื้นที่ตอนบนและตอนล่างของภาค ทั้งนี้ พบว่าบริเวณตอนบนของภาคมีฝนตกหนักถึงหนักมากเกิดขึ้นบ่อยครั้งกว่าพื้นที่ตอนล่างของภาค ทั้งนี้ จังหวัดที่มีฝนตกหนักมากวัดปริมาณฝนสะสมได้เกิน 90 มิลลิเมตรต่อวัน ประกอบด้วย เชียงราย น่าน เพชรบูรณ์ แม่ฮ่องสอน พิษณุโลก เชียงใหม่ พะเยา แพร่ พิจิตร สุโขทัย อุตรดิตถ์ ลำพูน ลำปาง โดยตรวจวัดปริมาณฝนสูงสุดได้ที่สถานี

บ้านแม่จั๊ว ต.ปง อ.ปง จ.พะเยา เมื่อวันที่ 21 สิงหาคม 2567 ซึ่งมีปริมาณฝนมากถึง 578.0 มิลลิเมตร โดยเฉพาะจังหวัดเชียงใหม่ เชียงราย น่าน พะเยา ที่มีหลายสถานีตรวจวัดปริมาณฝนสะสมในช่วงวันที่ 11-30 สิงหาคม 2567 ได้เกิน 500 มิลลิเมตร โดยที่สถานีบ้านแม่จั๊ว ต.ปง อ.ปง จ.พะเยา มีปริมาณฝนสะสมสูงสุดถึง 1,686 มิลลิเมตร

The influence of the monsoon trough across the Upper North of Thailand and upper Laos into the low-pressure cell over upper Vietnam from mid-August 2024 to the end of the month was the main factor causing heavy rain in several areas of the North. Heavy to very heavy rain initially occurred in the upper eastern areas of the region in Nan, Phayao, and Chiang Rai provinces from 11 August 2024, before expanding to cover other areas of the region continuously until the end

of the month. Heavy rain periodically occurred in both the upper and lower parts of the region. However, it was found that the upper North faced heavy to very heavy rain with greater frequency than the lower North. The provinces that experienced very heavy rain with accumulated rainfall exceeding 90 millimeters per day included Chiang Rai, Nan, Phetchabun, Mae Hong Son, Phitsanulok, Chiang Mai, Phayao, Phrae, Phichit, Sukhothai, Uttaradit, Lamphun, and Lampang. The highest

rainfall was recorded at Ban Mae Chua station, Pong Sub-district, Pong District, Phayao Province on 21 August 2024, reaching 578.0 millimeters. Particularly in Chiang Mai, Chiang Rai, Nan, and Phayao provinces, many rainfall stations in these areas measured accumulated rainfall exceeding 500 millimeters from 11-30 August 2024. The highest accumulated rainfall of 1,686 millimeters was recorded at Ban Mae Chua station in Pong Sub-district, Pong District, Phayao Province.

ฝนที่ตกหนักบริเวณภาคเหนือช่วงกลางเดือนถึงปลายเดือนสิงหาคม 2567 ส่งผลทำให้ลำน้ำสายหลักเกิดน้ำล้นตลิ่งเข้าท่วมในหลายพื้นที่ ทั้งนี้สถานีโทรมาตรตรวจวัดระดับน้ำของคลังข้อมูลน้ำแห่งชาติ ตรวจพบน้ำล้นตลิ่ง ดังนี้

The heavy rain resulted in main streams overflowing their banks and flooding many areas, including:
-Nan River in Tha Wang Pha District, Phu Phiang District, Mueang Nan District, and Wiang Sa District in Nan Province; and Tron District in Uttaradit Province
-Khlong To in Pua District, Nan Province
-Kon River in Chiang Klang District, Nan Province

-Khlong Tha Sakae in Chat Trakan District, Phitsanulok Province
-Khwae Noi River in Nakhon Thai District, Phitsanulok Province
-Yom River in Phrom Phiram District and Bang Rakam District in Phitsanulok Provinc; Pong District in Phayao Province; and Nong Muang Khai District and Mueang Phrae District in Phrae Province

-Ngao River in Wiang Kaen District, Chiang Rai Province
-Ing River in Chiang Khong District and Pa Daet District in Chiang Rai Province; and Mueang Phayao District and Dok Khamtai District in Phayao Province
-Kok River in Mueang Chiang Rai District, Chiang Rai Province

นอกจากนี้ ยังส่งผลทำให้เขื่อนขนาดใหญ่ในพื้นที่มีน้ำไหลลงเขื่อนเพิ่มมากขึ้น โดยในช่วงวันที่ 10-30 สิงหาคม 2567 เขื่อนสิริกิติ์มีน้ำไหลลงเขื่อนมากที่สุดถึง 2,089 ล้านลูกบาศก์เมตร รองลงมาคือเขื่อนภูมิพล 770 ล้านลูกบาศก์เมตร และเขื่อนแควน้อย

บำรุงแดน 226 ล้านลูกบาศก์เมตร โดยก่อนเกิดเหตุการณ์ เขื่อนทั้ง 8 แห่ง มีปริมาณน้ำกักเก็บรวมกัน 11,634 ล้านลูกบาศก์เมตร หรือ 47% ของความจุเขื่อนซึ่งอยู่ในเกณฑ์น้ำน้อย แต่หลังจากเกิดเหตุการณ์ ปริมาณน้ำกักเก็บรวมเพิ่มขึ้นเป็น

14,416 ล้านลูกบาศก์เมตร หรือ 58% ของความจุเขื่อนซึ่งอยู่ในเกณฑ์น้ำปานกลาง โดยเฉพาะเขื่อนกิ่วคอหมาที่จากเดิมอยู่ในเกณฑ์น้ำน้อย ได้เพิ่มขึ้นจนเข้าสู่เกณฑ์น้ำมาก รวมถึงเขื่อนสิริกิต์ที่มีปริมาณน้ำกักเก็บเพิ่มขึ้นถึง 21%

Additionally, this resulted in increased water flowing into large dams in the area. During 10-30 August 2024, Sirikit Dam had the highest inflow of 2,089 million cubic meters (mcm), followed by Bhumibol Dam with 770 mcm, and Khwae Noi

Bamrung Dan Dam with 226 mcm. Before this event, the eight dams had a total water storage of 11,634 mcm, or 47% of total capacity, which was at a low water level. However, after the event, the water storage increased to 14,416 mcm, or 58% of

total capacity, reaching a moderate water level. Notably, Kiew Kho Ma Dam, which was previously at a low water level, increased to a high water level, while Sirikit Dam's storage increased by 21%.

กรมป้องกันและบรรเทาสาธารณภัยรายงานความเสียหายจากอุทกภัย ณ วันที่ 29 สิงหาคม 2567 เวลา 18.00 น. ระบุว่าช่วงวันที่ 16-29 สิงหาคม 2567 ได้เกิดอุทกภัยใน 23 จังหวัด ประกอบด้วย เชียงราย เชียงใหม่ พะเยา น่าน ลำพูน ลำปาง แพร่ อุตรดิตถ์ สุโขทัย พิษณุโลก นครสวรรค์ เพชรบูรณ์ เลย อุดรธานี หนองคาย

หนองบัวลำภู ระยอง ภูเก็ต ยะลา นครศรีธรรมราช พังงา ตรัง สตูล รวม 102 อำเภอ 419 ตำบล 2,266 หมู่บ้าน บ้านเรือนได้รับผลกระทบ 69,093 ครัวเรือน มีผู้เสียชีวิตจากอุทกภัย 9 ราย ประกอบด้วย เชียงราย 2 ราย พะเยา 2 ราย น่าน 3 ราย แพร่ 2 ราย นอกจากนี้ มีผู้เสียชีวิตจากดินถล่ม 13 ราย และมีผู้ได้รับบาดเจ็บ 19 ราย

ณ วันที่รายงานยังคงมีสถานการณ์ในพื้นที่ 8 จังหวัด ได้แก่ เชียงราย ลำพูน ลำปาง สุโขทัย พิษณุโลก เพชรบูรณ์ หนองคาย หนองบัวลำภู รวม 20 อำเภอ 81 ตำบล 289 หมู่บ้าน บ้านเรือนได้รับผลกระทบ 7,179 ครัวเรือน

The Department of Disaster Prevention and Mitigation reported flood damage on 29 August 2024, at 6:00 PM, stating that during 16-29 August 2024, flooding occurred in 23 provinces, including Chiang Rai, Chiang Mai, Phayao, Nan, Lamphun, Lampang, Phrae, Uttaradit, Sukhothai, Phitsanulok, Nakhon Sawan, Phetchabun, Loei, Udon

Thani, Nong Khai, Nong Bua Lamphu, Rayong, Phuket, Yala, Nakhon Si Thammarat, Phang Nga, Trang, and Satun, covering 102 districts, 419 sub-districts, 2,266 villages, and 69,093 households. There were 9 deaths from flooding, including 2 in Chiang Rai, 2 in Phayao, 3 in Nan, and 2 in Phrae. Additionally, 13 people died from landslides,

and 19 people were injured. As of the reporting date, flooding continued in 8 provinces: Chiang Rai, Lamphun, Lampang, Sukhothai, Phitsanulok, Phetchabun, Nong Khai, and Nong Bua Lamphu, affecting 20 districts, 81 sub-districts, 289 villages, and 7,179 households.
